Sea borne cities would feel while in them like living on land only the whole cities could move to where the climate was ideal and there never needs to be any kind of water or energy shortage. If compact agriculture is well practice ther never needs to be food and fiber shortages.
Excess and asylum seeking populations could be more inexpensively resettled on ocean self mobile city block sized units to create together new lives for them selves free of oppressive individuals and cultures. Assisting the often primitive new residents in learning to operate the complex insuler ecology industrial system sailing barges should be a on board educational library of all commonly needed information. There are millions of useful Utube informative videos and cradle to grave standard video courses on every subject imaginable.

Proposed is creating rapidly mass produced extruded large scale three deck air riding platforms. One might roll off a assembly line at about every ten minutes. This might cost less than most house lots with all the utilities, streets and house living areas schools and unecessary administrative overhead already designed in place, All people need is to bring themselves a few months to a year of starter foods and basic personal possessions.
These can be designed in all sides attachable sailing barge sections to be stiff in most seas but to yield in larger waves. Active cross cable attachments migh dare displacement stability while the docks between form shared sidewalk walkways like a street system for barges that could constantly be rearranges. Joining the sections together can be walk way panels on two sides that allow twisting and flexing without making noise as the seperate hulls ride up and down on waves.
The Seperate barges yield to water flow under the hulls in the longitudinal direction to be easily propelled at sea to move from place to place to avoid storms and possibly unwanted cloud cover, cold weather or rainy seasons.
An example that follows would automaticly rise and fall in lowest deck height above water level according to pumped air cavity air volume in 99% of wave conditions or sea heights. Occasional steep wave air lost might occur and a small amount would be lost to water absorbtion.
Every barge would normally have a set of four decided walled off SES air pockets, about ten foot above and ten foot below sea level to seal off pressurized air loss. The air pockets allows wave energy to pass under the hulls without usually causing the hulls to roll and end for end rise and fall from displacement changes in the outer sides of the hull.
The waves push the air in the under hull pockets around more easily than water pushing against the hull acting as a motion buffer. The bottom of the longitudinal fixed walls would have about eight inch bidirectional sea turbines to create electricity from wave energy to augment wind turbines and PV panels for energy. These same turbines could be actively controlled as electric propulsers to resist wave motions in occasionally higher sea states.
These ocean town like house boats could be constantly automaticly sailed to avoid storms but seek steady wind and solar power. They could travel to where bottom soil was better to bring up to raise crops in or to mine or process minerals or sea produce. Seasteading might hasten loss of some scarce ecologies so do need some regulation to prevent permanent environmental loss. On the other hand a seasteading city or platform is a artificial ecology that might improve abundance in desert oceans.
The hulls could be made of three pound per cubic foot EPS foam that is covered with basalt fiber mesh cement to about half an inch thick above the normal water line to an inch below. Interiors would need about a quarter inch of composite thickness. The hulls could be about two foot thick outside providing ample insulation and dry floor flotation Or be unsinkable as a hull even if it was broken up.
This is not to be thought if as a fixed design. These might be about 100 foot wide by 400 foot long E channel rectangular barge like hulls with open side panel animal grazing pens. Under the hulls could be slung rolled up net fish farms.
Such three average floor area apartment boats could house about 20 to 40 self sufficient people occupying large apartments that could be subdivided by moveable sound resistant patricians and occasional stair wells and public hall ways.
They would have about twenty feet of under hull pressurized air draft and two eight foot ceiling height enclosed decks with four length wise divided load bearing 24 foot separator walls.
The top deck could be devoted to about one acre of gardens and fruit trees with a inflated ventilated green house over the whole surface area. Two kite sail mast support systems give it fairly fast sailing especially if coupled end to end with several other barge sea habitats.
All of these ideas an much more are about a century old. A few water communities have long existed. The reason that this has never been successfully demonsrated before is that nobody ever started high rate mass production factories turning out new Lana to cover the oceans where ever people wanted to line.
proposed is several new forms of air ride hulls with suspended cabins to create hundred plus MPH low drag personal autos busses and trucks to connect sea spreading communities together. As the ET3 or in air monorail guideway ocean tubes get built, mid ocean access risers could connect center of ocean communities together. with each other and the land and space access with on demand vehicles leaving and arriving constantly. This is all better transportation than roads and airports provide today.
